Queensland seeks public safety wireless network

The state seeks a more secure and interoperable communications system.

The Queensland government seeks a vendor to provide a wireless network for public safety, according to a request for expression of interest released this week. The wireless project aims to deliver better radio voice and narrowband data communications for police and emergency responders.

“The Queensland government’s public safety radio networks have developed over time and are managed independently by Queensland’s public safety agencies (PSAs), resulting in a lack of co-ordination between radio networks,” the expression of interest document read.

“Based predominantly on analogue technology, these networks are increasingly limited in their capability to meet the current and future requirements of public safety communications in Queensland.”

The state government hopes to enhance “security, interoperability between PSAs, added functionality and a foundation upon which to provide modern front-line public safety services,” it said. The network could eventually support other Queensland government agencies and local governments.

The winning vendor will “design, build, finance, operate and maintain the Project under a managed service arrangement with a State Entity".

The state entity is likely to be the Department of Science, Information Technology, Innovation and the Arts, but that’s subject to change, according to the Queensland government.

Submissions are due 19 November. In the first half of 2013, the Queensland government plans an “interactive competitive process with the short-listed proponents in which the project’s technical and commercial requirements will be further refined”.

The Australian Communications and Media Authority (ACMA) said in its recent Spectrum Plan that it is looking at ways to improve public safety interoperability on a national level.
